The City of Mobile and Neel Schaffer, Inc. have asked that we share the following information with members so all will be aware of the bidding requirements for the upcoming St. Louis Street improvement project in an effort to educate all interested parties who wish to bid on this project so they shall be considered compliant by the funding agency.
The City of Mobile has obtained a federal grant to assist with the funding for the St. Louis Street improvement project. As part of the funding requirements, all prospective contractors, both serving as a prime or a subcontractor, will need to obtain a DUNS # and be registered with SAM.gov at the time of the project’s bid. Attached are the documents and registration process in order for each contractor who intends to bid on and work on this project.
As the City mentions in the information they have made available, the anticipated time to advertise the project for bid should be late summer/early fall of this year. Now would be the time for any and all contractors who are not registered with SAM.gov nor has a DUNS # to register. In addition to these requirements, the funding agency requires a DBE/MBE/WBE component where the prime contractor has to show a good faith effort to reach out to these companies and must be able to show verification of vetting for DBE/MBE/WBE enterprises as part of their bid.

The Innovating St. Louis Street: Mobile’s Technology Corridor project is being funding through a RESTORE Bucket 1 grant. The City of Mobile is the subrecipient to the Alabama Department of Conservation and Natural Resources. The project includes a complete rebuild of water, sewer, storm drainage, roadway, curb and gutter, sidewalk, lighting and landscaping from Broad Street to Conception Street, and streetscapes between Conception Street and Water Street.
The City of Mobile plans to bid this project Summer 2021. All prime contractors and subcontractors who wish to bid must have a DUNS Number and then complete SAM Registration. This process takes approximately one month. Pass this along to anyone you know that may be interested in bidding this project. All entities submitting proposals or receiving payments from the City of Mobile through federal grants will be required to fill out the forms available in the links below:
